Default Problem with frame rate after clean install.

Alright, I included my specs in my profile. Here's my problem.

After a complete format, clean install of XP MCE 02, I installed the latest drivers for my hardware. And now my frame rate while running WMP 11 is horrible. I installed the AtiOC tool, so I would know exactly what my FR is, and it shows 25-30, under no load. No visualizations, just the PC playing an MP3.

The only reason it's a problem is that I use my PC as my dvd player. And while watching a dvd on a HDTV connected as monitor 2, if I even click on the screen on monitor 1, the movie goes to 5-10 fps.

This wasn't a problem before the reinstall/update of my OS., and I know that it's something I have done. Which makes it worse.

Any help would be greatly appriciated.

Please go to DriverAgent.com and run a scan to see if you have missing, corrupt, or incorrect drivers.

As you've got an ATI card - you might want to try going to nVIDIA Geforce 8800 8600 7950 7900 7600 GT GTX AMD ATI Radeon HD 2900 XT x1950 x1900 2400 2600 XT Pro - Guru of 3D: PC Hardware Reviews

goto their download sections, and download some of the "Modified" drivers by Omega...
they do some fantastic drivers, that outperform the WHQL released drivers from AMD/ATI

So I went to DriverAgent, and it said my MB driver was corrupt, so I got the newest driver, now all my drivers show as being up to date. I still have the horrible frame rate.

I tried the Omega Modified ATI catalyste drivers, and there was an improvement of about 2 fps, which depending on what I'm doing is still a 10-25% increase.
The problem with the Omega drivers is that is does away with the Catalyst Controll Center, and my PC won't recognize the LCD as a monitor.

I'm completely baffled by all of this, and decided that my install had to be incorrect, so I hooked my HDDs into usb drives, and completely reformated them. Reinstalled WinXP SP2, and got all the latest drivers, and it's still acting the exact same.

If you would need more info, just tell me what to do, I've never had a problem with Media Player, VLC, or or the internet before, but this chppiness is about to drive me insane because I can't figure out what's up.
