Default New PCI video card causing control panel to not work and dvd's to not play, HELP

I have an Insignia d300a and the only problem I've ever really had with it is that specs are not readily available, but... Recently I decided to get a new video card so that I could make the display look decent on my hdtv. I got the PCI ATI Radeon visiontek 9250 256 MB. I got it to work, but it still has problems. I can't use the control panel! It will just give me the message saying that windows explorer encountered a problem. On top of that, I can't play a dvd anymore. When I tried playing Fight Club on WMV, it told me there is a problem with the video card. This computer does have all the specs to support his card so I am beyond confused right now. I was able to gain access to control panel through the old vga input and it says the new device is working properly. I followed all the steps, and I don't get this. This card makes everything looks so much better, but why is it not allowing me to do basic tasks? I'd really appreciate any help. If you're wondering- the original card is an intel extreme graphics that is onboard and currently disabled and driver is removed. I'll be away from the computer this weekend. I'd love to come back sunday to a good answer . Thanks -gs

Hi ghostlyshark, welcome to the PCHF!

First thing you want to check, is get the latest version of the drivers from ATI. You can also get them from here...nVIDIA Geforce 7900 7800 7600 7300 6600 6800 GT GTX ATi Radeon x850 x1900 x1800 1600 1300 XT Pro - Guru of 3D: PC Hardware Reviews

Secondly, what version of windows do you have installed?

This is what I get when I try to open control panel with the monitor plugged into the new video card (the windows explorer error):
AppName: explorer.exe AppVer: 6.0.2900.2180 ModName: shell32.dll
ModVer: 6.0.2900.2951 Offset: 0002ac10

What the (*$#& is going on?!

Have you tried updating the drivers? You didn't mention if you have or not.

It may also be worth a shot to try this.

Start -> Run -> sfc /scannow

I tried the drivers and I just tried running that program, but it prompted me for a service pack 2 cd. This compy came with one cd for backup and I don't even know where it is right now. This is driving me nuts. I noticed no changes by installing all the drivers....

shell32.dll is a system file

sfc is a system file checker which replaces corrupt files.

I'd suggest finding your copy of windows xp so you can use it
