There's only one way (that I know of) that you can control fan speeds, and that's with SpeedFan.

Download Speed Fan and install it.

If adjusting the speed of your fans is supported, you'll see boxes with a number and arrow buttons next to them. That is how you can adjust the speed of the fan(s) in your computer.

Note: if you manually control your fans, you MUST watch your computer's temperature otherwise you could cause your computer to overheat and internal components could become damaged.

If your computer has temperature sensors, you'll see that in Speed Fan too. You might see one or two "sensors" that show extreme temperatures or never move (such as 200*C or -121*C). Just ignore those, they're inaccurate. But the other values will be accurate.

Heyn CsOwnage. Video card fan speeds can't be altered with software. Infact, the reason they are that fast/loud is because it needs to be.
Unfortunatly there's not alot you can do about it other then keep the side of the case on.
