Ok, is there any way that you can test the card in another PC ? The first Radeon 9800 pro I had went back to the manufacturer.
Also check the usual stuff:
1) Clean contacts on the PCI card
2) No obstructions in the PCI slot
3) The PCI card is completely fitted in the PCI slot
4) The vga plug is actually screwed into the back of the VGA card to ensure the correct connection
5) Power down the monitor for 2-3 minutes before trying again

i downloaded the new nvidia and that can see the graphics card but still has only got a 60 hertz refresh rate i don't know what that means but my old graphics card has lots of different ones

Great news! If you can see it then half the battle is won. Two things to check - have you got the correct monitor driver installed?
Now set your graphics card driver to basic VGA...apply and re-boot - NOW add your new NVidia drivers...should work.

Did everything i could find out to try and still as soon as windows loads the screen turns its self off again
When you plug in the monitor i should be plugging it in to the new graphics card not the old one shouldn't i |

Go in to the Windows in safe mode - go to Control Panel > Display > Settings tab > set everything to minimum (640x480 res / 60hz refresh / lowest colour setting) Reboot and see if that works.
