I need to know if it's compatible with my OS, or not. this is my first time to deal with DirectX. what other informations should I take into consideration before installing it? any advice would be appreciated.

When does this problem occur? Does it seem to be doing it at random, or when you run a particular application?

It's unlikely to be DirectX related unless the problem appears when running applications that depend on its APIs. Still, it's generally a good idea to keep it up-to-date, so go ahead and download the latest version and let us know if it does happen to resolve the issue.

yes, the problem occurs randomly, especially when I work on a colorful background or a hybrid map. the problem stops when I switch between the resolutions, but it occurs again.
so, the version of DirectX is compatible with my OS?

Do not download it from File Hippo get it from Microsoft, this way you know it has had no added extras included...

Download details: DirectX 9.0c Redistributable for Software Developers

I installed the Version of March 2009. and the installation was successful, but when I run DXDIAG, I found the the previous version DirectX 9.0c (4 09 .0000.0904).

I'm pretty sure that's the latest version - perhaps because it's a bimonthly update there's no change in the version number. If you check the release history below, you'll see the latest is 4.09.00.0904, this the same as what my DXDIAG reports with the March 09 update installed.
