I use Ccleaner and Junk cleaner to erase internet history before going off but i re call reading somewhere that before history get s deleted that a copy of history gets saved to another part of the hard which can be recovered by the right software ! ?
If thats that case is possible to get past history 100% deleted so nothing gets recovered and if so how, short of reformatting ? - thanks . . .

As a good rule of thumb, nothing is ever completely deleted from a computer. It can be recovered using tools in the Computer Forensics field. Even after a format the data can still be recovered.

I used to recommend Spider for years (pre Ccleaner), this will clean the index.dat files that are on the computer. If you do not go to warez or pr0n sites you should not have to worry about doing this.
As others have said files can be recovered, but it's labour intensive and expensive to do... Spider 1.16 - Download bei SOFT-WARE.NET
