If I understand you correctly, PDF is not loading when you doubleclick on a PDF file from within Outlook, but outside of Outlook the program loads, and you can see the files.
Have you tried doing an Office Repair? From within Outlook, click on Help, and choose Detect and Repair. Make sure Restore My Shortcuts is selected, and deselect Discard my customized settings..., unless you want to redo any and all settings and rules.
