But I have a lot of other programs, e.g. ABBYY Finereader, Omnipage, Corel PaintShop Pro Photo, Serif programs, Acrobat Reader etc. etc. None of these remember the last setting and all revert to List view EVERY time one uses Open File, even during the same session. In fact I don't think I have any other program which works in this way like the MS Office 2003 programs

Dude.... with a couple of exceptons those were ALL written by totally separate companies by separate software designers... there is no one way to make them all behave the same. Editing the registry does affect programs-- but one registry-edit under Corel PaintShop Pro-- is not going to affect Adobe Acrobat reader.
They are completely separate items that happen to be designed to run under Windows.
They are installed in different folders, may use different computer languages.. completely.
You would not expect an adjustment in your FPS Video Game to change your email client,would you ? In fact if it did --I'd be looking for problems with my PC.
Sometimes you just have to do stuff the hard way-- these program companies are often very jealous of how they do things... they do NOT --as a rule-- share techniques with each other. That would be giving away trade-secrets. Sorry--that's capitalism for ya.
