i have the Mobile Intel(R) 945GM Express Chipset family and it says:
Total Available Graphics Memory 224 MB
Dedicated Video Memory 0 MB
System Video Memory 32 MB
Shared system Memory 192 MB

and i wanted to know if theres anyway to have more system video memory

No, your already using the maximum amount you can allocate to this chipset, which is 224mb. Having problems?

Well, technically you do. Without taking any memory from your system, the intel chipset has it's own 32mb of memory. An additional 192mb can be (and is) stolen from the memory on your motherboard, and allocated to your video card, but it is still physically attached to your motherboard. This means many games and software utilities will still read it as 32mb, because that's all that is physically there.
