Default Unable to delete files

I'm trying to Delete a couple of files but Windows is giving me the message
"Cannot Delete File:It is being used by another person or program.Close any programs that might be using the file and try again".
The only program Open is firefox (allowing me to post this), and there is only one user account so no one else is using the file either. How do I get fix this inability to delete this file?. This has been a regular occurence recently I now have several files I cannot delete.

Thanks Hengis,
I knew I should have done some searching before asking. there's always something I overlook. A simple Renaming has allowed me to delete the offending file.
That's 2 problems "Fixed" here so far today, I may try for a hat trick
