Codecs are not my best field...
but you can check to see if the codecs are there-- and according to this some even have changable settings:

I have investigated a bit further most people having this problem reinstall this codec here Free-Codecs.com : Download Sony ATRAC3 Audio Codec 0.98 : Sony ATRAC3 Audio codec was developed by Sony for its portable audio players. The highest bit rate supported by Atrac3 is 132 kbps and supplies a decent quality ATRAC Codec

my codecs are fine, i already have that driver instald, i really dont kno what the problem is. can u recomend a program to convert other than Goldwave? my model is Realtek digital audio, driver version 5.10.0.5470

Hey, are you trying to make an AT3 file for use in a PS1 EBOOT for the PSP? That's the only reason I see needing a .WAV as an .AT3...

If so, I have a pretty good guide for that somewhere.

Yes thats what im doing, i have folowed the guides out there thats y i kno how to do this at all, lol. but im still having the same problem...

i just installd the same things on ym friends pc, and i converted it FINE!!! i have no clue y my pc is messing up then, by the way sorry for the late posts
