Is all OEM software advertised in spam email stolen software? Do any software manufactures sell legal copies of their software at "OEM" prices (no packaging or manuals)?

As far as I know, they only sell OEM software to licensed distributors. And I'd consider everything in all spam as illegal. If you want OEM prices, just order from ligitimate distributors locally or on the internet.

How can you tell if a Distributor is legit? It might seem like a stupid question, but one of the great/horrible things about the net is that it is hard to know who you are really dealing with.
