Hi Jun, welcome to PCHF by the way.

You can convert to SVCD, but not DVD. Most modern DVD players will play SVCD. The bast package I've seen that does this is called AVS Video Tools. It supports all the file formats you mentioned above. And it's the only one I've seen that can handle these files, without the audio/video becoming out of sync during playback. You can also do some editing from here as well. On the downside, it does cost around $30.

All key formats Video Converter. Using AVS Video Converter you can convert video files and rip DVDs.

NeroVision, which is part of the Nero burning suite will do this with ease...

That's not really correct, In fact, I just got done burning a 2 hour DV-AVI file to DVD yesterday.
Nero Vision will do the job, It can be found at any computer store for about $25 or so. But in more professional applications like I do, I use Adobe EncoreDVD. The best DVD authoring software that you can get for mid-size projects but it runs about $350. Hollywood uses AVid, but that requires a hollywood size budget.
In your case, it's definatly not feasible to spend $350 so I would go with Nero. Avoid anything from Roxio, as their DVD authoring software is amongst the worst I have ever used.

Yep, sorry, tractordriver you are correct, but unfortunately, Nero does not do a good job of it. Hopefully in version 8, but at the moment, the audio/video tends to lose sync, either from the start, or loses sync gradually through the video.
