Here is the situation: I have got a huge html file that i am editing and i want to replace this:

</td></tr>

with this:

</td>
</tr>

can i do this with Notepad's find and replace? I not is there a free text editor that will?

I am using a trial copy of the excellent Ultra-Edit 32 at the moment, try it.
