My Windows Media Player, DivX, and Winamp all have this white tint to the picture when I play a file. It seemed to start having this problem when I quick formated my computer. It was irritating me so badly that I did another quick format to see if I could fix it. It did work at first but now its doing it again. Has anyone else experienced this? Any help is greatly appreciated.

You may have a codec problem, could you download and install the codec below and see whether it helps;

When you install the file, browse down to Indeo and place a tick in the box, then carry on the install.

Finally fixed it. I tried everything (even installing new codec packs as you suggested) and I just couldnt get it to work. I finally installed older drivers for my graphics card and it got the picture back. For some reason my computer didnt want to accept the updated graphics driver from nvidia. It's still a bummer I can't upgrade my driver but oh well.
