Exclamation CD/DVD-ROM locked by Administrator

I run windows XP and have gone through all the possible ways I can think of to find out how to unlock it. I am the administrator and did not lock it myself but I get the message upon reboot of the system "Your CD/DVD-ROM has be lock by the administrator". Device manager says its working fine nothing in properties or nothing I could see with any of the administrator tools. I'm really stuck and have had no use of the drive for over a week now. If you can offer any help or need some more info I am an able user and can give ya some more specific details.

And yes I am logged onto an administrator account.

Are you having any other troubles with an Admin password? Can you run all other programs?

Have you made any changes recently to the system? IE, new hardware, software, updates?

This message just pops up right after a reboot ? everytime ? That sounds like a virus to me. Have you tryed to boot up without the drive in ,(does the pop up come up then?) then put it back in an let windows find it again?

OK 2 days ago I upgraded from a 512 DDR2 memory and put in 2 gigs also installed a new 250 gig Western Digital hard drive which I'll have some questions on that later but this problem existed before all that. So if I understood right completely uninstall the CD-ROM drive and then reinstall it?

OK, here is what you need to do to make it visible again:

- Click on the Start, Run
- Type “regedit” on the field and click on OK.
- Navigate to the key HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer
- In the right pane, delete the entry “NoFolderOption”.
- Restart PC

Going to the same place just to see what I had there I noticed a "NoDriveTypeAutoRun" its a type REG_DWORD. It sparked my attention because when I put a disc into the CD-ROM drive the green light flashes a few times but does nothing. Now it does try to do a Autoplay from a computer restart if the disc is in the drive but again I get the message that its been locked by the administrator. Also even with a disc in the drive when I open the "My Computer" folder and look at the CD-ROM drive there is a circle with a line through it and a double click says "Acess is denied"

My questin for this post is this registy file a possible problem and should i delete it?

OK update to the situation. When I restart the computer in SAFE mode and log on as the TRUE ADMINISTRATOR I have access to the CD-ROM drive can use it like normal and everything.

How do I give all other users permission to use the drive?

And I do not recall ever going onto that account like that to deny anyone anything.
