I'm sorry but I don't really know how to currently fix the problem. The Recovery CD is completly command based and I don't know what commands to give it. A Good friend of mine told me possibly how to fix it; however, it only applies if the problem is Service Pack 3 related. Anyway I didn't really understand what he meant, can anyone translate what he said into something that a "less-experienced" user would know how to do?

Here is what he said:

Well that is typically a corruption of the hive file. I would do one or both of two things. Firstly boot to the recovery console and run “chkdsk /r” , without the quotes of course. Then after that completes reboot and see if that fixes it (unlikely though). If that didn’t work then next, assuming SP3 can be uninstalled, boot to the recovery console and go to the Windows directory and look for the $NTUninstallKBXXXXXX file that corresponds to the SP3 install. It “may” be KB936929. Once you find it then cd into it, and then into the spuninst folder. Then type “batch spuninst.txt”. Again without the quotes. That will run the .txt file as a batch file and uninstall the service pack and put back any files that were replaced. That is assuming SP3 can be uninstalled.

I've already done the first part, can anyone translate the 2nd part with a little bit mroe detail?

Seem like a bit of a mess...

There should be an option in Add/Remove program for SP3.

Here is a tutorial on how to use the Recovery Disc.
How to use the Windows XP RM Recovery CD for re-installation or repair

Well I can't use the add/remove programs because I can't start windows.

And it appears as if the recovery console doesn't recognize my XP installation because it's giving me the error "Please insert a floppy disk or cd into the drive" whenever I try to use a command like CD or DIR in the C:\ of the recovery console.

Default Re: explorer.exe crash on start up

This is what you friend has recomended so lets see if you can do it.

Boot your computer from your Windows XP Cd . To do this, insert your CD and turn your computer on. When the menu comes up, select boot from CD (do not select boot from hard drive).
  1. Your computer will begin to boot. Eventually, you will see a screen asking you what you would like to do. Press the letter R on your keyboard to proceed to the Windows Recovery Console.
  2. As you progress to the Recovery Console you may be asked which partition you would like to boot into. Type the number associated with the partition containing your NTFS partition (usually 1 or 2) and then press enter to continue. You may be asked for your administrator password. If you have one, type it in and press enter. If you do not have a password to boot your computer into Windows, simply press enter.
  3. Now you should be at a command prompt. from here, type the following command without the quotes and press enter: "chkdsk /p"
  4. This is a short test that will tell you whether or not a longer test is needed. If after the test completes, the message "One or more errors detected on the volume" appears, then proceed to step 6. If no errors are reported, then your drive can not be repaired using chkdsk.
  5. Now you should be back at the command prompt. Type the following command without the quotes and press enter: "chkdsk /r"
  6. This test will take a while depending on the size of your drive. It will look for the errors on your drive and repair them. When it completes, you will be back at a command prompt.
  7. Now type "chkdsk /p" again and press enter. If no errors are reported, your drive has been successfully repaired and is safe to use again temporarily. If errors are still reported, then your drive is on its last leg. You may be able to boot it now though.
  8. Remove the CD from your system and restart the PC. Take a moment now to back up your important data.
