Follow the steps outlined here for clean booting your pc. Basically what you are going to do is disable all non-essential programs/services and then add them one at a time until you see what causes the issue.

hi Dahli i want to thank you for your time on this matter but i think its time to move on i went to microsoft link the what was posted but no luck so iam going to do what i dont want todo is reinstall a new copy of the OS thanks again p.s. this forum is great keep up the good work.....

I am sorry to hear that - but sometimes a reinstall is the quickest and easiest fix. Thanks for the update.
