Try this:

Click Start>Run then type %APPDATA%

In the new Windows Explorer window that appears, click Mozilla>Firefox>Profiles

Any folders there should be different profiles for Firefox. Search them for the following files and delete them if you find them:

prefs.js
user.js

Reboot and hopefully that should reset all firefox settings to default.

user.js was not present, deleted prefs.js and firefox reset, problem still persists

Then the problem isn't firefox, you must have some other security software that is preventing it.

Using Internet Explorer, download the latest Firefox installer.

Disconnect from the internet

Uninstall Firefox

Disable/uninstall all security programs

Delete the following folders:

C:\Program Files\Grisoft
C:\Program Files\Mozilla
C:\Program Files\Google

Run CCleaner

Reboot

Install Firefox

Connect to internet and download/install security software

See if Firefox now accepts cookies.

When I ran firefox again after following your instructions it still had all my original bookmarks, so there must be something else to delete as well as those folders?

(Problem not gone yet ).

Click Start>Run then type %appdata%
Delete the Mozilla folder.

That should be the only other folder that may contain any information. (I think)

Yay, I deleted everything related to mozilla/firefox/google (windows search as well) and also deleted their registry entries.

Followed your instructions and firefox seems to of fully reset, reinstalled all my old plugins/bookmarks and it's all back to normal (touch wood).
