Default Trojan Horse Virus on wsil32.dll

Norton AntiVirus has just reported that it found Trojan Horse on C:\Windows\system32\AppCert\wsil32.dll. The report says that it can't clean or quarantine, what should I do?

Update: I have tried running Norton Antivirus in Safemode but it was still unable to clean or quarantine. Does anyone know what else I can do?

Does anyone know what "Trojan Horse" virus does and what I should be aware of?

How about the file it is attached to, wsil32.dll, what does it do and is it important?
