Default System Restore Question

Well, I don't really have a comment. I have an issue. Slightly similar. When I hit the system restore, no matter if it is in DOS, Command prompt, or the tab in the system tools tab, the window pops up blank. Not just system restore that is affected. My 'Help and Support", and "Search" windows do the same thing. I have tried to do this in Safe Mode as well. One of my friends said it may be a magic password virus that has infected my system. I have had to fix my task manager because it also was popping up blank. I need some help. The last thing I downloaded before this started happening was the Kaspersky AV program that I dl-ed from Download.com. I have located ( what I thought to be ) every file that Kaspersky created, but when I ran an antivirus program and watched what it was scanning, I seen that there are STILL Kaspersky files on my pc. I have deleted the program files folder, the set-up, and everything I could physically find. HELP!!
