Exclamation Black background and Spystorm pop-ups

I recently recieved the dreadful Spyware virus. My mother purchased Norton Anti-Virus for my computer, and it worked for a day or so, but now I have been recieving ads to buy Spystorm. They either can appear as pop-ups, or just take over my screen when I click on a link. For instance, if I am checking my aol mail, then the screen usually changes advising me to purchase Spystorm. I also have a black screen covering my computer telling me my computer may be infected with Spyware. I understand this is just a mask, and can see my old background when the screen turns on or off. Currently, I tried changing the background to a random picture I found off of the internet, so now I see flowers rather than that awful message, but I am still unable to change my background back to one of the pre-mades that came with the computer. I will go to 'Display' on my Control Panel, and under Desktop I cannot change 'Browse', anything in the scroll box, or 'Position' it is also causing my computer to run more slowly than it used to. If it matters I am using a Dell computer with Windows XP. Thanks in advance to anyone who can help me!

Thanks for your quick responses! I am on Step 3, and I was wondering should I download all of those programs, the ones listed under 'All Users', or just the one listed underneath '2000/XP/Vista Users'?

*EDIT*

Also, how do I exit safemode, once I enter it?

Please download all 3.

And to exit safemode, simply restart your computer normally
