Default [Fixed]Dialer.ISB ?

Hi, I recently ran a panda activescan and the results were one dialer called "Dialer.ISB" in the location C:\WINDOWS\system32\btwebcontrol.dll and here on their site Encyclopedia. Panda Security
I found btwebcontrol.dll and scanned with spysweeper and avg antivirus and they found nothing. A full spysweeper scan found nothing. The file says it is british telecommunications plc version 2.0.0.5 and was created 2 years ago, does anyone else have it in that location?. i uploaded the file to jotti's online scanning and the results are below.

A-Squared Found Dialer
AntiVir Found DIAL/169704.A
ArcaVir Found Dialer.Riskware.Bt.G
Avast Found nothing
AVG Antivirus Found Dialer.EOQ
BitDefender Found nothing
ClamAV Found nothing
CPsecure Found nothing
Dr.Web Found Dialer.Btweb
F-Prot Antivirus Found nothing
F-Secure Anti-Virus Found not-a-virus: dialer.Win32.BT.g (6, 2, 602)
Fortinet Found Dial/BT
Kaspersky Anti-Virus Found not-a-virus: dialer.Win32.BT.g
NOD32 Found nothing
Norman Virus Control Found W32/Dialer.BHOX
Panda Antivirus Found nothing
Rising Antivirus Found nothing
Sophos Antivirus Found nothing
VirusBuster Found nothing
VBA32 Found Dialer.Win32.BT.g

Whats strange is that panda antivirus found nothing. Should I delete/shread btwebcontroll.dll from the system 32 folder? I have attached a hjt.

Thanks, Jake

Hello Jakedude182, according to this thread, someone said this:
I still suspect it is a false positive as KAV alos labelled it, might be a legitimate dialer from BT Yahoo, one was on my system also and in the past Ewido flagged it and I wrote to them and they accepted it to be false positive.
Anyway I am not sure.
Anyway, you may like to delete it first, but keep it in the Recycle Bin. If anything goes wrong, or if you lose a function, just restore it.

P.S. Your HijackThis log appears clean.
