One thing I need to mention is -- it may be the wiring-- it may not.
ALL
PSU's have a finite lifetime... there are "capacitors" inside that store energy for when your hardware demands more juice-- these just wear out with time--
they lose roughly 10% per year -- sometimes more/sometimes a little less.
Sometimes they fail completely. There are caps all through many electronic devices--
mobo has 'em

Bottom line -- if your
PSU's weak-- it's time for a new one... they
can take out other components if it totally quits ( like
RAM/Motherboard) it's rare-- but it happens
