This registry script should restore your shutdown and run functions. Please disable any script blocking programs you have running such as Norton ScriptBlocking Service which I see you have turned on.

Copy and paste all this from within the box into Notebook then go to FILE and SAVE AS. "All Files" must be selected in the "Save as Type" box. In that box type Fix.reg and save it to your Desktop.Double click to merge it to the registry

Code:
REGEDIT4

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoClose"=dword:0000000

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoLogOff"=dword:0000000

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoRun"=dword:00000000
