I can't find anything wrong there im afraid.

Give this a try , go to start/run/msconfig and then on the "startup" tab select "disable all" , and on the "services" tab first tick "hide MS services" and then "disable all". Press apply and try to reboot in normal mode.
(disconnect from the net since youre firewall and AV wont be running)

So its not a third party app. Either it is malware or windows is damaged , but since a repair install of windows didn't help i dont think its the last.

Can you download and run Ccleaner and Ewido , for links and instructions see the "Prework" link below.

And can you also run Spybot:

1.Download the new version (1.4) of 'Spybot: Search And Destroy'.

2. Install it according to the instructions in 'How To Setup Spybot SD'.

3. Next, 'Search for Updates' as the definitions are not likely to be up-to-date.

4. Close ALL windows except Spybot SD.

5. Click the "Check for Problems" button.

6. Click 'Fix Selected Problems' and fix only the RED items.

7. REBOOT to finish removing what Spybot SD found and clear memory.

And post the Ewido log please.

I ran Spybot, CCleaner, and Ewido. Spybot found nothing, and Ewido detected spyware that was in my internet cache. I can't post the log though, because while I was able to log into safe mode last night, now I'm not able to get into safe mode at all. AND, I broke my XP CD. *sigh*
