Default Windows mail can't get incoming email

I have Vista w/Windows mail and can't receive mail but can send with no problem. I found a similar post here but didn't find out how it was resolved.
I checked my website (where my email address is) and know that the mail is making it to the server but it is not making it to Windows mail. I have turned of my firewall and have disabled Norton firewall and email scanning.
When I open Windows mail the following error message pops up:

The connection to the server has failed. Account: 'mail.poolmechanix.com', Server: 'mail.poolmechanix.com', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Time Warner Cable. I've contacted them twice. They had no answers though.

In your Windows Mail click on Tools...Accounts.
Click on your email account listing...click on Properties.
Click on the Servers tab.
What does the POP3 say?
What does the SMTP say?

Click on the Advanced tab.
What does the SMTP say?
What does the POP3 say?

Server info
POP3: mail.poolmechanix.com
SMTP: mail.poolmechanix.com

Advanced
SMTP is port 25
POP3 is port 110

POP3 to port 465
