Default All email programs slow to send, fast receive

Hello,
I have been plagued by my WinXP. When I receive email using any of Eudora, Outlook Express, Mozilla, it will receive immediately every time, BUT when I compose mail in any program and click send, it just sits for about 30 seconds, says connecting, then sends the mail at usual speed, it just takes lots of time to get ready to send for some reason. It did not do this for some time, then all of a sudden started it. There were no changes to the system before this happened. I have turned of anti-virus, firewall and anything that could hinder it. Different anti-virus programs make no difference either.
Thank you to anyone who might be able to help. My system is as clean as anything, no spyware, virus, worms or anything.

We have a wonderful team of techs here who will be more than happy to help you out.

Has this been going on for a while or just a little bit. Are you uploading anything while composing your e-mail? Even a fast connection can easily be bogged down if you've choked your upload rate which is usually a small fraction of your max download speed.

You may also want to follow the instructions in the Prework link in my signature. i understand you've looked for malware but it's just a standard method we use here.

Hello Again,
I'm brand new to forums, chat etc so I hope I am doing this right ??? I first replied to your welcome to me and when I hit reply, thinking it was send, it did not look right. Please let me know.
I'm a fairly knowledgeble PC tech but this is making me frustrated. I'm ready to format sometimes. A good reload is probably overdue but the PC runs so well I hate to do that. When using any email client (I use OE mostly, then Mozilla, then Eudora) it always receives quickly. What happens is when I hit "send" down in the corner of OE it says "connecting" for about 30 seconds, then it says "sending" the actual send speed is fine, it's the wasting time connecting that is aggravating. it never did that for a long time, then it just started. It has done it for months but I have just lived with it and did most of my email from work. I only do one task at a time, so nothing is going on when this happens. CPU usage is very low, I watch heavily what is starting. My PC is perfectly virus and spyware free for sure. The only problem is the slow response in any emai client after hitting send. I am already online of course so that is not a problem. I've checked every option, dial up networking components etc. A guy at my ISP says his started it also a few months ago. Weird. Sorry to be so long here. Any ideas are really appreciated. Thanks a lot. Where are you located???

Are you using a hotmail or yahoo account with OE? Sometimes it can take a while to connect to those accounts. When browsing the web is it normal it to take a while for your computer to connect to sites?

I deeply apologize for the delayed response as I really don't get to be here as often as I'd like to be lately.
