You wont be able to 'remove' the black and white effect and resore the correct colours. In Photoshop you can alter the colour, however it will all be various shades of that same colour.
You could open it in Paint and colour it all in yourself, that might be fun

But no, to my knowledge it isn't possible to replace the black and white with the colours that it would have been were it originally taken in colour. The shades of grey black and white in greyscale are determined by the shades of colour, not by what colour it is, so no piece of software would literally know what colour to make everything.
