Mail servers don't tend to take files this large very well, and many mailboxes are not even big enough to support such files.
Reducing a 46mb video to 2mb is possible, but there are many things to consider. If the video is already compressed, using compression methods such as DivX, Indeo, Cinepak, MPEG4, XVid for example, then to compress it any further would result in significant loss of audio and video quality.
If the video is already on-line, for example, a youTube video, then it's much easier just to send the link to that file.
There are other methods of transferring files directly, other than e-mail. You can send files on Skype or create sharing folders on MSN. It doesn't have to be e-mail.
