Remove everything except gfx card, CPU, and one stick of ram then try booting it, if all goes well then add in the other components one at a time, rebooting after each one until it no longer works, then you'll have your problem.
If it doesn't boot the first time then swap the ram stick with the other one, if still no boot then move the ram stick to the other slot and try again.
If it still doesn't boot then we know it's either the gfx card, CPU, or motherboard and we can go from there

It's very easy, just pull the power cable out of them, that's all that needs to be done, or remove the IDE cable, either way they won't be detected by the system

thanks everyone .... got it fixed it was the PSU

in fixing it i changed over the mobo and that, also i plugged in another piece of ram and when i put the power to it, it burnt part of the ram, and one of the pins that holds the ram has kinda come away, ive put it back into place but will this work anymore ?
and when it boots up it has the motherboard logo an brand, where in bios can i get this not to be shown

also on my DELL lappy sometimes i get this error that appears when i go to shut down the laptop
what could this be
