Default XP PC will not boot

Hello all,
Need help please. Saturday I changed my original cpu cooler to a Thermaltake model but after installing it, the pc won't boot. There are no sounds emitted and the monitor remains black but all 3 fans start spinning, a green light is visible on the mb and the CD and DVD drives trays open and close. The power on light turns on. I have already re-seated the graphics and sound cards and the system RAM with no improvement. No unusual sounds from the hard drive. The keyboard lights work but the laser mouse light does not come on. I have also visually inspected the cpu pins and none of them appear to be bent (no magnifying glass used). No loose cable connections. The inside of the case is dust free. There were no problems when I used to pc earlier today. Everything worked fine. Thanks for your help.

Windows XP SP3 Home
Pentium 4 3.0 GHz cpu
2 GB RAM
Intel 865 GLCL Motherboard
Seagate 80 GB SATA HD
XFX GeForce 7600 GT 256 MB DDR3 graphics card
Sound Blaster PCI 512 sound card
CD and DVD drives
350 W PSU

When you installed the new cpu cooler - did you apply new thermal compound? And also did you clean the old compound off the cpu properly before applying new compound.

Otherwise unplug all hardware, etc from your motherboard and replug in just the basics required for it boot. E.g. Harddrive, GC, Ram. Check the connections to the hard drive and make sure it is connected to the right slot on the motherboard. Make sure that the back of the motherboard is not shorting out on the case.

When you plugged in the CPU-cooler--you used the same connector...?

Diire,
When I removed the old cooler, I did clean off the thermal compound and reapplied new thermal paste to the cpu and also to the heatsink (tinted). Basically, I followed the instructions from Artic Silver's Ceramique. When I turned on the pc, it does not shut down after a minutes, so I don't believe there is an over heating problelm. I will try your basic steps and inform you of the results.

Yes, I used the same fan connector on the mb.

Diire,

I tried your suggestions but they did not work. When I turn on the pc, I can see a lit green light on the motherboard, so I don't think there is a short. Any other suggestions?
