Power supply weakness can cause all manner of strange errors-- it's the first thing I look at when there are a series of differing errors-- and with new builds.

The PSU is THE MOST overlooked of components -- I don't mean any offence-- but people just start throwing parts in without even thinking that it might require a bigger supply. They just don't think about it as a critical part... There are also vast differences in the quality of PSU's--the "watt's rating" is only part of it--- the thing must have good quailty capacitors to balance the loads when demand is high -- good cooling is essential .

There is unfortunately no central "standard authority" to regulate manufacture or specifications . This means it is "buyer-beware"-- and there is a lot of junk out there.
You can actually get a 500w supply from a good maker that will be stronger/more reliable than a 700w unit that "came with the $60.00 case I bought"

Especially with the newer machines with dual video cards and the like-- they realy use the juice. Many Gamer-rigs have 1000 watts or more to run all that fancy hardware. Not needed in your case, of course

yeah i no that, the efficiency rating is the main issue. But the computer i have put together has onboard gfx and sound, and only a hd, dvd drive aside from the Motherboard bundle and Power Supply Unit..

The PSU is 380w and only 70-75% on fullload. which i guess means

380 x .75 is 285 which wouldn't be enough...

I shall try my 500w enermax in there then and see if it solves the problem...which if it does...i'll be happy and sad

Nope, same "disk boot failure, insert system disk and press enter" error, with different psu. Which leaves the motherboard/cpu/hard disk as the possible reasons for the error i spose. or there being some stange confliction between windows and something?

Just to be certain have you checked the system bios-- to be certain the drive is still recognized ?
If it is I would try a repair install (NOT recovery console)
something got hosed in the Master Boot Record-- any number of things could cause it including an error during install.
I'm not ready to pronounce a dead mobo/processor yet
