Hello Dipsssss, welcome to PCHF.

Does your PC still startup (beep) when you switch your PC on dispite there being no output on the monitor? Does your PC work without the USB card?

Are you sure you have enough power for extra devices in your PC? (check out eXtreme Power Supply Calculator v2.5 and compare it with your current power supply).

How many PCI slot's do you have available, and what graphics card do you have? Finally, what is the make and model of your USB card?

This to me sounds like a conflict between the VGA card and the USB card. Normally the AGP card and the PCI slot next to the AGP slot will share the same IRQ address, so this needs to be empty?! If so, then you have ruled out an IRQ conflict. You have also ruled out power. There doesn't appear to be any *known* conflicts between the ASUS P4SE and NEC, which would leave a fault with the USB Card itself.

In this case, the only remaining advice I have is to try the USB card in another PC, or try another USB Card (different model to be certain).

EDIT: Marked as Answered.
