Default Incomplete Windows Shut Down Problem

Occasionally, about every tenth shut down, I get an incomplete Windows Shut Down.

Windows goes to the screen that says Windows is Shutting Down, but my PC stops short of turning off the power supply and my wireless mouse and wireless keyboard don't respond.

I replaced my motherboard, Intel DG965SS, but the problem remains.

A friend suggested that I change the power supply.

Advice welcomed.

If you think it's the PS, download this - Download SpeedFan - Access temperature sensor in your computer
At the bottom of the Readings tab you'll find voltage readings.

What version of Windows are you using?
