My optical drives are not being recognized by my PC.

They are connected via IDE.
They open/close, and have adequate power.
I have used the CD-DVD fix software for XP and restarted.
I have ran regedit and looked for the upper/lower filters in the correct registry folder. They cannot be found there. I think this could be the problem.

So you can boot to disks, but they just won't read in Windows? Have you tried uninstalling and reinstalling your cd/dvd drivers? I have also had some luck with uninstalling and reinstalling the Primary or Secondary IDE controller (depending which one the drives are on). You could just do both.
