Red face CDRom Problems and computer setup

I'm having problems gettings 2 CDrom drives to read the discs.
Actually this is my Daughter & her boyfriends computer.
He bought it from a friend who built it
it has 2.27 Gig processor and 1536mb memory and everything was working fine Untill they moved. He decided to uninstall all the junk and programs they did not use and unistalled everything. Device drivers soundcards everything!
I have reinstalled everything I cound find. The graphics and sound cards are all working and everything shows up fine in Device manager.
The problem now is both the CD roms. They are listed as
IDE DVD-ROM 16X [CD-ROM drive]
PHILIPS CDRW2412A [CD-ROM drive]
They have drivers installed. They are listed as working properly and no problems listed
-Both were working fine before.-
Now they show up in disc management and windows explorer.
I've checked the connections and they are fine. the drives light up. both open close. but they are not reading discs.
Ive tried a dozen different discs. Audio, Data.
(And I checked the discs in my own computer and they were fine)
But nothing works. I would think that the CD roms themselves were bad.
But both were working before they moved and uninstalled everything And the idea that both would break at the same time is odd.
I was just wondering if there was anything else I was overlooking?
Or could try.

What does Device Manager have to say Angel?
Any yellow exclamation or question marks showing?

Device Manager lists them both.
One is location 0 and the other as location 1
they both say device is working properly.
I tried updating drivers but they both say the current driver is ok
I ran the troubleshooter with no luck
Yesterday I went through everything in Device manager and Fixed everything that had A yellow mark or problem.
Everything says it working properly.
But the CD roms still won't read a disc.
