Suggest you go to your Device Manager.
Click on View > Show hidden devices

Delete any entries that show as bad
Delete the entries for your monitor and keyboard

Reboot

After rebooting, Windows should rediscover your keyboard and monitor.
Return to the Device Manager
Verify that everything looks OK.

If you still have recognition problems, respond why what you find.

Good Luck...

Then, put your Windows Installation CD into the CD drive and try to boot up off of the CD. Does the monitor signal show from this boot?
If so, use the R for Repair option to correct the bootup system files.

Note: This will not effect your personal files.
