What does his computer use as paripheals?

If he is a major gamer or video editor, and has a 256MB onboard ram on his Video card, and a 2GHZ or higher processor, I would suggest getting a 450W+ power supply - I live near CompuTime(from http://www.pricewatch.com) and am able to get a 480W for 29.99 where-as at Best Buy next door, it would have cost 149.99.

go the pricewatch to get a good idea of what to pay, and heck - you can even order from the places online. Don't pay more than 35-40 dollars for a PSU - even that is high end price.

as for the link - it doesn't work fully try again.

Hmm...quick solution - just get a 450W+ PSU and throw it in there...if it is a PSU issue, and nothing else, then the fix is as easy as 4 screws, 1(possibly two) motherboard plugs, and a CPU Fan plug. (and of course the drives) 450W will be enough to run alot of what is on the market right now, but if you want to be 100% positive, get a higher output.
