Default Problems with trying to install Counterspy

In the past week, my subscription to Sunbelt's Counterspy lapsed and I renewed it yesterday. During the the subsequent updating of definitions, I was informed of a software upgrade and I said yes to V3. This upgrade seemed fine but wasn't (another story) so I deinstalled Counterspy V3 and attempted to reinstall V2 using a previous copy of the install package from another PC. The first question it came up with was odd - "The setup will perform an upgrade of '8'. Do you want to continue?".

I said yes and then the following message appeared soon after: The system administrator has set policies that prevent this installation.

I have tried getting rid of all Counterspy references in Registry, run SpyBot 1.6 but to no avail. Can you help? I have been using Counterspy and have had no issues until now. Please help.
