Default Nasty virus, any help appreciated.

Ok..I really hope someone can help. This is driving me mad..
I'll start at the beginning and any help is much appreciated.
I opened a Music file in Media player. It asked me if i wanted to play it as it was a Wma* I clicked yes.. then media player told me it needed to download codecs to play the file. Ok I thought so I downloaded those and installed them, only for all hell to break loose.
I have several forms of virus.. I have the words VIRUS ALERT! in my task bar next to the clock and my desktop picture has changed telling me I have a virus...At the moment I am having to run my pc in safe mode because the amount of pop ups I get when i run my PC normally just crashes the system. along with the popups I get downloads trying to start on me. If i click no they still download... lol... I only have an address bar in explorer not in my normal windows. Ive tried panda online scan which was no use and also PC cillin Homecall. I have downloaded lavasoft adaware only to find out that I get a message telling me "the system administrator has set policies to prevent the installation" (this is the same for all installations) Ctrl+Alt+Del doesnt work as the task manager has apparently been disabled by the administrator. No programs appear in my start menu either, run has gone along with control panel, search. My hard drives have disappeared from my computer too. I have all This and much other stuff happening.
I basically need to get into task manager and close the processes that are making this happen? (I think) So i can install some anti virus software...If anyone has or thinks they have a solution I would be very greatful. Thanks
Rob
