But if I download AVG can I use it as a scanner only beacasue that is what im looking for just a scanner no active protection.

I think you can the AVG icon will be grayed out, saying you aren't fully protected because some features are disabled.
I don't know why you feel the need to download a program as an on demand scanner, there are many online ones
