Default Repeated micro freezing in Vista and Ubuntu

I have a Dell XPS M1330 laptop with dual boot Vista and Ubuntu. A problem recently appeared in both operating systems which leads me to believe it is hardware related. About every second, the computer freezes for about 1/10th of a second. This is repeated continuously and at this constant interval not matter what I am doing on the computer. It is identical in both systems. I checked CPU usage and Memory usage and both are very low. This occurs even when they system in idle, I checked it with a screen saver and even with the mini screen saver preview in vista that is seen while you select one and its properties.


Possible cause:
I recently tried to install ESET NOD32 anti virus and that caused vista to freeze at start up. Eventually I just uninstalled it in safe mode and vista returned to working normally. At this time I noticed this micro freezing problem in both operating systems.
The exact NOD32 problem in vista was that windows would load somewhat completely and then stop responding. The cpu would be showing very small activity and if I was to move my mouse over an icon it would be selected as is the case in vista. Even if I moved my mouse through my dock the icons would react and bounce and all would seem fine. But as soon as I clicked on the start menu or right-clicked or opened a folder the system would never finish loading. The mouse would move but it was always accompanied by that spinning circle that represents the system “thinking” or whatever. This problem is fixed now but I think it had something to do with my current micro freezing problem. Although I have no idea how a problem could be caused by windows and transfer to Ubuntu.
