I understand u have new rams and all but are they the same and is it inserted properly?Try putting in only 1 ram at a time and both sides for example 2 rams use 1 ram on first slot then take out then 2nd ram on first slot then takeout then 1 ram on 2nd slot...And see if system is bootable

So what u are saying is that computer after almost completing fresh install of xp will not boot up.Hmmm...possible that your bios is corrupted as your symptoms are quite similar to another problem i fixed regarding the acer aspire one zg5 model netbook.k back on track. It may not be your bios try unplugging everything from your computer leave only power to cpu and moniter and moniter cable.unplug usb, hard disk,ps/2 mouse/keyboard,all take out both ram take out (i know u did this before just give it another shot)the battery for 10 min put the battery back in .Ensure PSU properly connected.psu back switch is on 20/24 pin connector plugged in properly.Switch on your pc.If it is able to boot it may be ur ram/hard disk/other peripherals problem.pls try above steps .

actually it wasnt able to make a fresh installation coz it crashes when reaching 98% in copying windows xp files, i've tried all the steps you've mentioned above and none of them works, i dont know what is really happening on this pc. psu is connected correctly and still it cant boot up.
