My Dell dimension 9100 starts up with blue lines in the background. The letters and video continue to be distorted through the start up process until my computer screen goes blank and says no signal. It started out doing it every now and then. Now I can't start up my computer in normal mode at all. Is my video card shot? What should I do? Thank you for your time.

The easiest and surest way to verify it, is to connect a monitor on your VGA-out port and boot the system.
