Could it be that your Network cards have been enabled as PXE Boot Devices? Please see the below
Enabling PXE Boot On Intel® Desktop Boards that support the Pre-boot Execution Environment (PXE), you can set the network as a boot device. This selection allows booting from the onboard LAN. Reverse the steps to Disable. To enable the network as a boot device:

Rhys? Are you feeling adventuresome? I have a few possibilities....
1) if the RunOnce key is missing from HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion (should be CurrentVersion - but is posting with a space - ignore the space), it will cause the "system cannot find the file specified" error when attempting to install drivers. The blog's author had this problem with the video driver of an older Dell with an 845G chipset, and sure enough, the RunOnce key was missing. Once added it, he was able to successfully load the video driver. Do use caution when editing the Registry. One misstep there and you could end up with a valid reason to format and reinstall Windows. OR 2) disable the Packet Scheduler from Network Connections. Click on any of the connections and choose "Change settings of this connection" from the network tasks. Under the 'general' tab, select QoS Packet Scheduler and click "Uninstall". This will unbind the packet scheduler from all network adapters, and the second entries for each adapter will go away. OR 3) Create a text file named hidden.bat with the following contents. set DEVMGR_SHOW_NONPRESENT_DEVICES=1 cd %SystemRoot%\System32 start devmgmt.msc Double click this file to run it. In Device Manager, View, Show Hidden Devices. Now you'll see all of the hidden devices under Network adapters. Please post a screen shot of that section expanded.
