I am helping a friend with a problem that I never heard of.

It has something to do with the Toshiba Li-ion Battery Pack.

Everytime we shut down the Laptop the computer hangs. But if we remove the battery then shut down is successful.

Other problems while battery is install includes; Slow or hanging installation of new programs. In other words, it is difficult to install a new program with the battery install. If I remove the battery Installation of programs is a breeze.

If I boot up the Laptop with the battery installed, some of the startup programs will not start. Again, If I remove the battery before booting laptop, I get successful boot of all startup programs.

I never seen anything like this, does anybody know what is going on?

Is this the same Toshiba Satellite L35 s2194 from your previous query?

A quick look at the Toshiba Forums suggests:

"An old battery (older than 24 months) can cause that by confusing the power subsystem"

which doesn't sound quite right to me, but how old is the battery?

Yes, this is the same laptop.

The problem "existed" before re-installing windows XP.

I believe the laptop is almost 3 years old.
