Pending: Sarely Remove Hardware tool

Please can anyone help? On my Windows XP toolbar there is a Safely Remove Hardware icon.
When I installed a new Usb device a balloon came up to infrom me that new hardware had been detected and when it was working.
Over the last week this balloon has not appeared when doing an install Any ideas Please.

that means that it is already installed and working fine, and that it does not need anymore work on. example;;; your graphics card doesnt cause a a popup because its already installed and working.

Does the new USB device work though? The drivers may have been installed already...
