Default pc won't boot up

hello ,i have a pc that won't boot up at all
when turning on pc there is a continuous clicking/ticking noise coming from the speaker.
"no signal received "appears on the monitor
i have tried a new power supply.i have tried disconnecting hard drive and booting but can still hear the ticking noise, no beeps ..etc
there was no warning signs that this was gonna happen.pc is 2 years old
please can anyone suggest what the problem might be,thanks
pc is a packard bell imedia 1559

1. Can you boot into Safe mode?

2. What version of Windows do you have?

windows xp
i get absolutely nothing on the screen
the pc won't boot up at all
i dont get the chance to enter safe mode nothing appears on monitor except signal not received or words similar

Assuming that all of the signal cables and power cords are properly seated, try this procedure...

Removing the AC power cable from the computer
Open the computer chassis
Remove the BIOS battery from the motherboard for 5 minutes
Replace the battery and then the chassis cover
Reconnect the AC power cable.

Boot up the computer
Go into the BIOS
Set the factory default settings.

removed battery for 15 minutes,no change,still the same ticking/clicking sound .
