Considering where you got the computer from, I suspect you might have a hardware problem with either your motherboard and/or the monitor. Another possibility is a bad battery (which is motherboard related).
Since the RAM is new, it is not likely that it's the cause of this problem.

Since you obviously have another computer to communicate with us on, I suggest you connect the Compaq monitor into the good computer to verify that the monitor is good.
If the monitor checks out OK, the best suggestion I can give you is to take the Tower into a good computer shop.

Good Luck...

Depending on the cost, you might want to just replace the motherboard rather than fixing the current one. Can you test the battery for voltage?

But, if you can't access the BIOS, then you are kind of up the creek without the paddle.

Assuming that the battery is good, it is possible that someone purged the BIOS.
If that is the case, then you might need to load in a new BIOS.

That is right. You did say it had worked originally.

I assume you still have the original RAM. Yes?
If so, put the original ram back into the computer.
Put everything back the way it originally was.

Then, let's see if it will work in its original configuration.
That includes putting the original drive back in place.

Can you do that?

For future information, when opening up a computer chassis, first always (I repeat always) disconnect the computer from the AC power source. You are lucky you didn't get hurt.

If you learn nothing else from this event, remember ... AC electricity can kill and that is no laughing matter.

I assume you are going to replace the PS and try again?
